CHANDIGARH HIGH COURT: In response to the plea of rural old aged,
disabled and women; before the Punjab & Haryana High Court; seeking basic healthcare
facilities in the Hospitals situated at the level of village, tehsil and
District, the Central Govt. has provided the details of the allocation and
release of funds to the Haryana Govt., which indicates that between the year
2015 to 2018 the total amount of Rs. 1562.14 Crores in the name of National
Health Mission (NHM). Details of release
and expenditure are:-
The Centre Govt. has informed
the High Court that the funds of “NHM does not substitute the expenditure to
be borne by State on health care, but only supplements efforts of the State
Govt., which has primary responsibility of providing healthcare to all its
population…It is the responsibility of the State to fill the vacancies arising
in the health facilities in order to provide adequate and effective healthcare
to its population”
Thirteen
(13) residents including old aged women Santo, Dimple, Rekha and physically disabled
person namely Jaiveer, Kuldeep and Govind and other senior citizens of village Balu of District – Kaithal, through
their Advocate Pardeep Rapria had approached the High Court with the plea that
there was not even a single Doctor, nurse or even chowkidar in the Primary
Health Centre situated on the land provided by villagers and as per the
information provided in response to the RTI Application; 22 out of 25
sanctioned posts in the village Hospital were lying vacant. Similarly at
Community Health Centre situated at tehsil level 6 posts of Doctors out 8
sanctioned posts and all posts of staff nurse were lying vacant. Similarly at
the Multi Speciality Hospital situated at district level 36 post of Doctors
were lying vacant. The High Court on 24.01.2018 had issued notice to the Centre
Govt. and Haryana Govt. Earlier, the children of School situated at village
Balu had approached the HC for facilities in Govt. School and got building and
staff after issuance of notice by Court.
Haryana
Govt. in its reply has submitted that “vacancies will be filled up in due
course of time and sincere efforts for filling up vacancies are being made and
matter to this effect is being referred to the competent authority…..Some
Doctors even after appointment has not joined their duty, when doctors will
come for joining duty, there will be no shortage of staff…”
“If
the Haryana Govt. can not provide even the basic staff in the Hospitals, I
wonder, where the huge funds of Rs. 1562.14 Crores, has gone. And, especially
when the funds provided by Centre Govt. do not substitute the expenditure to be
borne by State on health care”- Mr. Pardeep Rapria, Advocate for the
Petitioners said.
On
Wednesday; after hearing the brief arguments, the HC has posted the matter for
final hearing on 13th November, 2018.
