VICTIM ALLEGS
PARTISAN ROLE OF POLICE IN INVESTIGATION

Fateh Deep Singh of Chandigarh High Court on
Thursday issued notice to DGP, Haryana and Gurgaon
Deputy Mayor Parminder Kataria, asking why the
interim bail should not be cancelled earlier granted to him by the court, on
the plea of the rape victim seeking cancellation of bail on the ground of
misuse of bail by threatening and sexually assaulting her. The Court also directed the Commissioner of Police,
Gurgaon, to provide adequate security to the
victim and her family members till further orders.
Earlier
on 24.10.2015 the Gurgaon Police had booked the Deputy Mayor on charge of raping a divorcee after promising to
marry her. The woman has been working as Kataria's office incharge for a year. Earlier
on 18.11.2015 the Additional Sessions Judge, Gurgaon had dismissed the anticipatory
bail application of the rape accused. However, on 07.12.2015 the accused obtained
the interim bail from the High Court by citing an Affidavit of the victim to
the effect that she had compromised the matter.
The rape victim through her lawyer Pardeep Rapria
sought cancellation of interim bail of Deputy Mayor by taking plea that the
police in collusion with the accused had procured an Affidavit by pressurising
and threatening to eliminate the victim and her children, which was used by the
accused for getting interim bail. And after getting bail the accused again
visited her house and boasted of ‘not even touched by police’ and behaved
indecently and again outraged her modesty by sexual assault. Mr. Rapria further
appraised the court that the accused while using his political influence is
constantly pressurising and threatening the victim and her family members to
withdraw the case and the police had
failed to take any action on the series of e-mails and complaints of the
victim. HC directed the DG Police and accused to file reply by 15.02.2015.
