The learned counsel for the petitioners contends that the petitioners are whistle blowers, acting as informers in respect of offences of tax-evasion worth crores of rupees/money laundering, corruption etc and consistently providing information about the same to the concerned authorities and also pursuing the case. SIT formed by the Lokayukta, Haryana too had found that DLF, BPTP, Omex, Unitech and other prominent builders and developers in nexus with officers/officials of Excise Department had committed offences of Corruption and money laundering. The counsel further contends that the officials are destroying the official record.
Notice of motion for  11.05.2016.
In the meantime, the State shall provide protection to the petitioners and appoint some officer of the Vigilance Department who shall seal the record of the case. Further, the record shall not be disposed of till further orders.

SIT's findings about the builders/developers are as follows:
Mr. Robert Vadra of M/S Skylight Hospitality, Gurgaon was granted license No. LC- 1868A in 2008 to develop a commercial project. But, this firm sold its license and land to DLF, Gurgaon at a premium. No sales tax/VAT was paid on the sale price of this license. The officers of Excise and Taxation department, Haryana neither demanded VAT/sales tax on sale of this license nor issued any notice to Mr. Robert Vadra of M/S Skylight Hospitality, Gurgaon. This caused revenue loss to the state of Haryana. There are number of such other cases which need to be investigated.  
"A perusal of this record has shown that most of these developers/ builders viz DLF Gurgaon, BPTP Gurgaon, Omex Ltd. Faridabad, BPTP Faridabad, Unitech  Gurgaon , TDI Panipat  and others have not paid ( evaded payment of tax) in the state of Haryana on works contracts involved in construction projects for prospective buyers.These builders/developers/works contractor have collected all types of taxes from prospective buyers but they failed to deposit the same in the government   treasury of Haryana."
Other names of big names of Builder/Developers will be revealed later on.
